The Chairman of the Board of Directors and General Manager of the National Investment Holding Company and Chairman of the National Listing Company's National Assembly (Mr. Al-Sagheer Muhammad Maelif) attended the meetings of the Prime Minister and Head of the Government of National Unity (Eng. Abdul Hamid Dabaiba) with the National Cement Company, the Arab Union Contracting Company, the Litbes Iron and Steel Company, and the Comprehensive Economic Development Fund. The meeting was attended by the Ministers of Finance, Communications, and Transport, and the Undersecretary of the Ministry of Industry and Industrial Production.

The meeting reviewed the status of the cement industry in Libya and Asia, including its distribution and pricing. He emphasized the need to enable cement manufacturers to develop their capacity, the need for periodic pricing, and the establishment of a pilot sales and distribution mechanism to provide the necessary quantities. He also emphasized the need to import the remaining quantities required by the local market.

In the meeting agreement, the Prime Minister issued his instructions and rulings on behalf of the Zliten plant, and its implementation, and to complement its legal instructions.
